National Performance Frameworks in England and Scotland

Meeting the demands of the common elements of national performance frameworks

Although the frameworks for national performance management differ considerably between England and Scotland, they are based on similar principles. Excelsis is ideally suited to delivering information and results which is consistent with these key principles and which can assist local authorities and other public bodies to develop their own performance management system with the assurance that it is consistent with the national framework, with sufficient flexibility to adapt to change.

These common elements include:

  • Performance indicators that meet both national and local requirements;
  • A corporate approach that allows the combined impact of a number of services and agencies to be measured and assessed;
  • A focus on the identification of outcomes and the potential for on-going assessment of progress towards their achievement;
  • An integrated approach to risk that recognises the importance of assessment and management of risk at a strategic level, combined with more detailed risk management within individual services throughout the organisation;
  • Production of performance reporting information that meets the requirements of a range of external regulatory and inspection bodies in a consistent way and reduces bureaucracy and duplication.

Overall the Excelsis system is consistent with the key principles that underpin performance management and reporting for public bodies including:

  • A focus on outcomes and improvement;
  • A user perspective;
  • Partnership working;
  • Value for Money;
